In June of 2016, Kennie Downing was selected as County Manager for Baker County, Florida. Kennie is a graduate of California State University Polytechnic, Pomona with a Bachelor's degree in Political Science with an emphasis in Public Administration. In addition, she has a Master's Degree in Public Administration from California State University, Long Beach. As County Manager, Mrs. Downing serves as chief executive officer responsible for discharging management functions to the following departments: Agricultural Extension Services, Animal Control, Community Development (Planning & Zoning), Emergency Services & Fire, Facilities Parks & Recreation, Human Services, Information Services, Library, Road & Solid Waste, and Veterans Services.

The County Manager is appointed by and is directly accountable to the Board of County Commissioners. The County Manager is responsible for implementing and executing the policies, ordinances and budget adopted by the Board; and directly oversees the management and operations of numerous departments of county government to ensure the county operates efficiently and effectively.
As such, the Office of the County Manager:
  • Implements the policies adopted by the Board
  • Employs and supervises department heads and provides direction, leadership and supervision to all County department heads
  • Recommends an annual county operating budget to the Board
  • Prepares and distributes the agenda of the Board
  • Compiles information as requested by the Board
  • Schedules workshops and committees as requested/required by the Board
  • Provides an intergovernmental liaison function and maintains lines of communication with other local and state officials, community leaders and the public
  • Insures County compliance with all federal, state and local rules and regulations
  • Provides and maintains facilities for all agencies as required by law.
